Mandates

CHED-ARMM MANDATES

(POWERS AND FUNCTIONS OF CHED-ARMM)

Based on Article III, Section 15 of CHED Administrative Order No. 8, Series of 1996, the following are the General Powers and Functions of CHED-ARMM:

  1. Formulate and recommend to the ARG-ARMM development plans, policies, priorities and programs on higher education and research, including        higher Madaris education, in ARMM;
  2. Formulate and recommend to the ARG-ARMM development plans, policies, priorities and programs on research in ARMM;
  3. Set minimum standards for programs in and institutions of higher learning for the higher Madaris education as recommended by panels of experts in      higher Madaris education and subject to public hearings, and enforce the same;
  4. Monitor and evaluate the performance of programs and institutions of higher learning in ARMM and recommend to the Commission appropriate incentives as well as the imposition of sanctions such as, but not limited to a diminution or withdrawal of subsidy, a downgrading or withdrawal of        accreditation, program termination or closure of the HEI;
  5. Identify, support and develop potential centers of excellence in program areas in the ARMM needed for the development of world-class scholarship, nation-building and national development;
  6. Develop criteria for allocating additional resources such as research and program development grants, scholarships, and other similar programs provided, however, that these shall not detract from the fiscal autonomy already enjoyed by colleges and universities within ARMM;
  7. Direct or re-direct purposive research by institutions of higher learning within ARMM to meet the needs of agro-industrialization and development;
  8. Devise and implement resource development schemes for ARMM;
  9. Review charters of institutions of higher learning and state universities and colleges, including the chairmanship and membership of their governing bodies, and recommend to the Commission appropriate measures as basis for necessary action; and
  10. Perform such other functions as may be necessary for its effective operations and for the continued enhancement, growth and development of higher education in ARMM.
